NEW DELHI, March 18: The Parliament on Tuesday approved the supplementary demands for grants, which includes an additional expenditure of Rs 51,463 crore for the current fiscal year. Along with this, the Manipur Budget for 2025-26 was also approved, amid the ongoing President’s Rule in the state.
The approval includes Rs 1,291 crore in excess grants for the 2021-22 fiscal and Rs 1,861 crore in supplementary demands for Manipur in 2024-25. The Lok Sabha had passed the supplementary demands for grants and the Manipur Budget for 2025-26 on March 11.
The Rajya Sabha returned four important bills to the Lok Sabha: The Appropriation Bill, 2025; The Appropriation (No. 2) Bill, 2025; The Manipur Appropriation (Vote on Account) Bill, 2025; and The Manipur Appropriation Bill, 2025. Finance Minister Nirmala Sitharaman responded to discussions on these bills before they were returned.
The second batch of supplementary demands for grants includes a total additional expenditure of over Rs 6.78 lakh crore, of which Rs 6.27 lakh crore will be offset by savings and receipts. The net additional spending is Rs 51,462.86 crore.
The supplementary grants also include Rs 5.54 lakh crore for debt repayment. The Manipur Budget projects total receipts of Rs 35,368 crore, with total expenditure estimated at Rs 35,104 crore. The state’s own tax revenue is about Rs 2,634 crore, and non-tax revenue is around Rs 400 crore.
The Manipur Budget is a Vote on Account for six months, requesting Rs 17,947 crore, which includes Rs 500 crore for a contingency fund for the state under President’s Rule, following the imposition of Article 356 on February 13, 2025. This move places the powers of the Manipur Legislature under the authority of Parliament.
