IMPHAL, July 1: In a major crackdown on underground insurgent networks in Manipur, security forces have apprehended two active cadres of banned outfits KCP (PWG) and UNLF (P) in two separate operations conducted on June 29 and 30.
According to officials, the operations targeted individuals involved in extortion, illegal recruitment, and parallel justice mechanisms that challenge the rule of law in the state.
On June 29, a joint team of security personnel arrested 38-year-old Mutum Dinesh Singh, an active cadre of KCP (PWG), from Leirongthel Pitra area near a primary school under Nongpok Sekmai Police Station in Thoubal district. Singh, a resident of Yairipok Nungbrang Makha Leikai in Imphal East, was reportedly engaged in extorting civilians, kidnapping, and inducting new members into the proscribed outfit.

Authorities recovered several items from his possession, including two mobile phones with SIM cards, three ATM cards, a PAN card, Aadhaar card, and a driving license.
In a separate operation the following day, June 30, security forces arrested Khangembam Bishal Singh alias Pakpa or Lainingthou, a 19-year-old member of UNLF (P), from Khurai Kongpal Thoubandong under Porompat Police Station in Imphal East. A resident of Phougakchao Ikhai Bazar in Bishnupur district, Bishal was allegedly involved in conducting illegal arbitration through “kangaroo courts,” particularly in land disputes, gender-based violence cases, and loan recoveries in the valley region.
From his possession, authorities recovered an unregistered white Mahindra Bolero vehicle, three mobile phones, and ₹1,030 in cash.
