Manipur Government Issues Advisory to Tackle Influx of Illegal Migrants, Forms Task Forces Across Districts

Senapati, July 23: In response to growing concerns over potential infiltration due to unrest in neighboring countries, the Government of Manipur has issued a formal memorandum outlining stringent measures to prevent the influx of illegal migrants into the state.

The advisory, issued by Commissioner-cum-Secretary (Home) N. Ashok Kumar, directs all Deputy Commissioners and Superintendents of Police to implement robust surveillance systems along international, inter-state, and inter-district boundaries. Officials have been asked to maintain the “utmost vigil” and act swiftly against any unauthorized entry into Manipur.

According to the memorandum, if any illegal migrants are detected, their biometric and biographic data must be recorded mandatorily. These individuals are to be housed in designated, secure locations where they can receive humanitarian aid but are to be kept separate from the local population to avoid naturalisation. Deportation will follow due legal procedures.

To reinforce these measures, Deputy Commissioners have been instructed to constitute District-Level Committees, comprising members from the district police, for conducting regular checks at suspected locations. These committees will also oversee and review all enforcement activities regularly.

Additionally, district-level task forces must be operationalised at the earliest. The task force will be led by the Additional Superintendent of Police and will include an officer from the Deputy Commissioner’s office (not below the rank of SDC), representatives from paramilitary forces such as Assam Rifles, BSF, or CRPF, and biometric staff.

The memorandum also mandates strict monitoring of exit-entry points under the existing Border Pass System and directs district police to trace defaulters or individuals who have overstayed.

This proactive step comes as Manipur shares a 400-km unfenced international border with Myanmar and is surrounded by states like Assam and Mizoram that share porous borders with Bangladesh—raising the risk of cross-border movement.
