CHURACHANDPUR, Nov 12: Thousands of Internally Displaced Persons (IDPs) in Churachandpur district held a massive rally and public meeting on Tuesday, demanding urgent government action to ensure equal treatment and comprehensive rehabilitation measures for all displaced individuals across Manipur.

The rally, which began from Peace Ground, Tuibong, culminated at the Mini Secretariat, where representatives of the IDPs submitted a memorandum addressed to the Governor of Manipur through the Deputy Commissioner. The event later continued with a public meeting attended by displaced families and civil society representatives.

In the memorandum, the IDPs urged the Governor to ensure that all displaced persons—both camped and non-camped—are treated equally without administrative discrimination. They called for a unified relief and rehabilitation protocol that applies uniformly across hill and valley districts.

The displaced families demanded immediate disbursement of pending ex-gratia, maternity, medical, and educational assistance, along with the expedition of delayed Direct Benefit Transfer (DBT) payments through transparent and accountable mechanisms.

Seeking durable solutions, the IDPs appealed for the implementation of housing assistance of ₹15–20 lakh per family, enabling those with land to construct homes independently. They also called for livelihood support initiatives to promote long-term economic stability.

Further, the memorandum sought a fresh and transparent valuation and compensation process for all properties left behind in the Imphal valley, with legal protection against encroachment and demolition. The IDPs emphasized the government’s constitutional obligation under Articles 14, 21, and 300A to uphold equality, dignity, and lawful ownership for all affected families.

They also proposed that the state adopt a comprehensive relief and rehabilitation framework modeled after the Ministry of Home Affairs’ Bru (Reang) IDP resettlement scheme in Tripura, ensuring fairness and consistency in assistance.

Expressing concern over frequent transfers of key officials—particularly Deputy Commissioners and Sub-Deputy Commissioners—the IDPs stated that such administrative disruptions have hindered consistent IDP management. They recommended appointing an Officer on Special Duty (OSD) for IDP affairs and establishing Standard Operating Procedures (SOPs) to maintain continuity in verification, disbursement, and monitoring processes.

Lastly, the memorandum urged the creation of a verified, publicly accessible database of all IDPs, covering both camped and non-camped individuals, to ensure transparency and accountability in relief and rehabilitation efforts.
