IMPHAL, Nov 25: The Manipur Pradesh Congress Committee (MPCC) on Monday accused the state administration under President’s Rule of failing to implement key rural road projects despite the release of over ₹600 crore in central funding.
Addressing the media at Congress Bhawan, MPCC President K. Meghachandra alleged that the government had shown “complete negligence” in executing works sanctioned under the Pradhan Mantri Gram Sadak Yojana (PMGSY) Phase-III. He said the Centre had approved ₹404 crore and ₹205 crore in 2019 for upgrading and constructing 1.25 lakh km of rural roads across Manipur, yet “not a single project has been implemented.”
Meghachandra claimed the tendering process that began in 2024 has been repeatedly cancelled “two or three times,” raising suspicions of manipulation. According to him, tender guidelines were allegedly framed to discourage local contractors, enabling officials and political figures to push for favoured firms.
He said rural roads remain in a “pathetic condition,” adding that widespread public protests reflect growing frustration over poor infrastructure. The MPCC chief urged the administration to stop “looting public money” and immediately resume work to improve rural connectivity.
Meghachandra also warned that as per information from the concerned ministry, PMGSY Phase-III projects must be tendered and executed before March 31, 2026. If delayed further, he cautioned, Manipur risks losing the sanctioned funds altogether.
