IMPHAL, Dec 3: The Manipur government has formally adopted the Central Government’s framework for regulating End-of-Life Vehicles (ELVs), bringing the state’s transport regulations in line with national environmental and road-safety norms.
A notification issued under Section 65 of the Motor Vehicles Act, 1988, states that vehicles will now be classified as ELVs if their registration has expired or been cancelled, if they fail mandatory fitness tests, or if they are declared permanently damaged due to accidents, fire, natural calamities or other severe factors.
Once categorised as ELVs, their registrations will be cancelled, and disposal will be permitted only through authorised scrapping facilities notified under the Central Motor Vehicles (Vehicle Scrapping Facility) Rules, 2021. The move aims to curb pollution, improve road safety and regulate the growing number of unfit vehicles on Manipur’s roads.
The state has also adopted the Ministry of Road Transport and Highways’ provisions allowing renewal of vehicles older than 15–20 years, subject to fitness certification and payment of applicable taxes and fees.
The new rules take immediate effect with their publication in the Manipur Extraordinary Gazette, superseding all previous state orders related to ELV handling and regulation.
