ANSAM Reaffirms Support for Peace, Urges Swift Resolution to Indo-Naga Framework Agreement

Senapati, August 4:   Marking the 10th anniversary of the landmark Framework Agreement signed on August 3, 2015, between the Government of India and the National Socialist Council of Nagalim (NSCN), the All Naga Students’ Association, Manipur (ANSAM) has reiterated its unwavering support for the peace process while voicing serious concern over the continued delay in finalizing a political settlement.

The Framework Agreement, signed in the presence of Prime Minister Narendra Modi and senior leaders at his official residence in New Delhi, had once generated widespread optimism for a resolution to the decades-old Indo-Naga political conflict. However, a decade later, that optimism has been replaced by frustration and a growing sense of betrayal among many in the Naga community.

In a strongly worded statement, ANSAM accused the current government of indulging in “delaying tactics” and failing to act in good faith, despite repeated assurances. The Association warned that the prolonged stalemate threatens to erode the trust of the Naga people in the peace process and could undermine the hard-won gains of more than two decades of dialogue.

“The Government of India must honor the letter and spirit of the Framework Agreement and demonstrate the political will to bring the talks to a logical and honorable conclusion,” ANSAM said.

The Association recalled former Prime Minister Atal Bihari Vajpayee’s landmark statement in 2002 recognizing the “unique history and situation” of the Nagas. That recognition paved the way for the formal peace process, acknowledging the political — rather than purely security — nature of the conflict.

ANSAM emphasized that the Naga people have remained committed to peaceful dialogue and placed their trust in successive Indian governments, expecting a just settlement that respects their flag, constitution, and territorial integration — principles considered non-negotiable by many Naga stakeholders.

The student body also appealed to all Nagas living across contiguous Naga-inhabited areas to remain united, vigilant, and steadfast in their pursuit of a rightful political future. ANSAM reiterated that the long-standing Naga aspiration is based on historical and political rights, not administrative convenience.

With 28 years of peace negotiations and 10 years since the Framework Agreement, the ANSAM statement reflects a growing urgency within the Naga community. Many view the delay not only as a test of patience but also as a question of respect and recognition for the Naga identity and struggle.
