Assam Becomes First State to Introduce Indian Sign Language in Class XI Curriculum

GUWAHATI, June 27: In a landmark move toward inclusive education, Assam has become the first state in India to introduce Indian Sign Language (ISL) as an elective subject for Class XI students starting from the academic year 2025–26. The initiative, announced by Chief Minister Himanta Biswa Sarma, is being hailed as a progressive step toward accessibility and equity in the education system.

Under the Assam State School Education Board, the subject will offer students—both with and without hearing impairments—an opportunity to learn ISL, bridging communication gaps and fostering a more inclusive learning environment. Seventy students have already enrolled in the course, reflecting early interest and enthusiasm.

The introduction of ISL aligns with the Rights of Persons with Disabilities Act, 2016, and the National Education Policy (NEP), 2020, both of which emphasize inclusive classrooms and equitable access to quality education for all students, regardless of ability.

Educators and disability rights advocates have welcomed the state’s decision, emphasizing the importance of preparing well-trained teachers, providing accessible learning materials, and ensuring continuous efforts to meaningfully integrate sign language education into mainstream curricula.

“This is not just a subject addition—it’s a cultural shift in how we view and support students with disabilities,” said a senior education official.

Assam’s pioneering step is now being seen as a potential model for other states to replicate in their efforts to promote inclusive education.
