GUWAHATI, Nov 20: Assam has emerged as the top-performing state in the country in the implementation of the New Criminal Laws, Chief Minister Himanta Biswa Sarma announced on Wednesday. Backed by a score of 72.03, significantly higher than the national average of 44.96, the state has been lauded for its administrative efficiency, reforms, and strong integration of digital systems.
In a post on X, Sarma said the achievement reflects Assam’s commitment to building a “faster, fairer, and more efficient justice delivery system.” The Assam Police echoed the sentiment, calling the recognition a testament to the chief minister’s leadership and the dedication of personnel across the state. The force reaffirmed its resolve to continue enhancing service standards.
Police officials said the transition to the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA) has streamlined operations for investigators and courts. The new laws, which replaced colonial-era criminal codes in July 2024, place greater emphasis on digital evidence, making trials more secure, precise, and less susceptible to tampering.
Since the rollout, Assam has recorded more than 2.5 times higher conviction rates compared to the previous legal regime. Officials expect conviction rates to rise further over the next two years as ongoing reforms continue to modernise investigation and trial processes.
