Assets Worth ₹5.92 Crore Seized in Tumuyon Khullen Drug Case

Kangpokpi, September 22: In a major breakthrough against narco-trade, Kangpokpi Police have frozen illegally acquired assets worth ₹5.92 crore linked to the Tumuyon Khullen drugs case. This marks the first time in Manipur that properties amassed through drug trafficking have been attached under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985.

The case dates back to July 24, 2025, when combined teams of Kangpokpi Police, Senapati Police, 112 CRPF, and 94 CRPF raided a house in Tumuyon Khullen village under Kangpokpi PS. During the operation, security forces seized 273 soap cases containing approximately 3.5 kg of heroin, ₹99,09,850 in cash, seven mobile phones, two vehicles (a Tata DI and Hyundai Creta), financial documents, and other items used in drug trafficking.

Four individuals were arrested at the spot, identified as S. Poubinah Teinamei (31) d/o Kapong Shakpa Teinamei of T. Khullen; PF Adaphro (34) w/o TK Rocky of T. Khullen; S. Boibina (29) w/o Moses of T. Khullen; and Lungdinibou Thiumei (52) s/o Mahenthui Thuimei of Khundong Khunkhaiba, Tamenglong District.

Following the arrests, police launched a detailed financial probe, tracing both movable and immovable properties believed to have been purchased through income generated from drug trafficking. Investigations revealed that the accused and their family members owned assets valued at ₹5,92,60,365, all suspected to be derived from the illicit trade. Authorities feared attempts could be made to transfer or conceal the assets to evade legal action.

On September 19, Kangpokpi Police issued an order to freeze and seize the properties under Section 68F(1) read with Section 68E of the NDPS Act. The order has since been forwarded to the Competent Authority & Administration under the SAFEMA (FOP) Act and NDPS Act, Kolkata, to ensure due legal process for forfeiture.
