IMPHAL, Oct 20: The Manipur Naga Youth Organisation, Head Quarter (MNYO-HQ), has raised serious concerns over the Hill Area Committee’s (HAC) recent Resolution No. 59/2024, passed on October 14, under the leadership of Chairman Dinganglung Gangmei. The organisation has strongly opposed the resolution, deeming it unconstitutional and undemocratic, asserting that it violates democratic principles.
The resolution came after the cancellation of caretaker chairmanships of the Autonomous District Councils (ADCs) through an order issued by the Government of Manipur (Order No. TA-501/1/2022 e-TA&H). The proposal outlines the formation of temporary committees for each ADC, composed of 20 members. Among these members, 18 would be chosen from former ADC members, local governance experts, and intellectuals, while two would be government nominees. These committees are expected to function until the next ADC elections are held.
In a press release issued on Sunday, the MNYO-HQ expressed grave concerns regarding the use of Article 371C of the Indian Constitution to justify the formation of these temporary committees. The MNYO-HQ warned that this move, driven by vested interests, could set a dangerous precedent for governance in the hill areas of Manipur.
“The MNYO fervently believes that invoking Article 371C of the Indian Constitution to justify such actions is problematic and undermines the foundations of democracy. The formation of temporary committees without adequate consultation or representation is undemocratic and compromises grassroots governance,” the MNYO said in their statement.
Although the MNYO did not comment on the timing of the next ADC elections, they strongly opposed the undemocratic process that led to the resolution. The organisation views this resolution as a direct threat to grassroots democracy in Manipur and fears that, if not reversed, it could weaken the broader democratic framework.
“The MNYO-HQ see this resolution as a direct affront to grassroots democracy in Manipur, and if not addressed, it could erode the democratic framework of the nation,” it stated.
The MNYO-HQ urged the Governor of Manipur, as the custodian of Article 371C, and state authorities to take immediate action to reverse this resolution and protect grassroots democracy. They expressed full confidence in the Governor’s leadership and called for swift intervention to uphold the Constitution and protect the democratic rights of the people of Manipur.
