IMPHAL, April 6: The Union Ministry of Home Affairs (MHA) has allocated ₹217 crore during the 2024–25 fiscal year to support relief and rehabilitation efforts for people displaced due to the ethnic violence in Manipur that began on May 3, 2023, officials confirmed on Sunday.
Since the outbreak of the conflict nearly two years ago, over 50,000 men, women, and children have been forced to flee their homes and are now living in approximately 250 relief camps across multiple districts. To address their housing needs, several thousand prefabricated houses have been constructed in different parts of the state for the displaced families.
A senior official from the Manipur Finance Department stated that the state received substantial financial backing from the Central government across various sectors during the 2024–25 fiscal year. In March 2025 alone, the state received ₹1,926 crore in Central assistance through multiple schemes, including Centrally Sponsored Schemes (CSS), the Scheme for Special Assistance to States for Capital Investment (SASCI), and other Central schemes—marking the highest-ever monthly receipt of such support.
Union Finance Minister Nirmala Sitharaman had earlier assured continued support to Manipur under SASCI. In total, the state received ₹1,437 crore under the scheme in FY 2024–25, the highest annual receipt under SASCI to date. Of this amount, ₹869 crore (60%) was received in March alone. Notably, the SASCI funding included a special provision of ₹320 crore to clear liabilities of ongoing and recently completed Public Works Department (PWD) projects.
Additional sector-wise allocations included ₹169 crore for Rural Housing under PMAY-Grameen, ₹520 crore for School Education, ₹305 crore for Health, and ₹458 crore from the Ministry of Women and Child Development. In a first, the state also received an additional (fifth) installment under the National Health Mission (NHM), exceeding the usual four-installment structure.
Manipur has been under President’s Rule since February 13, 2025. On March 10, Union Finance Minister Nirmala Sitharaman presented the state budget for 2025–26 in the Lok Sabha, proposing a total expenditure of ₹35,104 crore—up from the revised estimate of ₹32,657 crore for the 2024–25 fiscal year.
