Imphal, September 4: The Citizens for Justice, Manipur (CFJM) has submitted a memorandum to President Droupadi Murmu, urging her to reject outright the demand for a separate administration in Kuki-dominated areas of Manipur.
At a press briefing held at the Manipur Press Club, CFJM Chairperson and Senior Advocate Khaidem Mani, former Acting Chairperson of the Manipur Human Rights Commission, described the demand as “a direct threat to India’s national security, constitutional foundations, and the sovereign rights of its citizens.”
He was joined by Aribam Noutuneshwari Devi, Advocate at the High Court of Manipur and former District & Sessions Judge, who argued that the ongoing unrest was not simply an inter-ethnic clash but a “demographically engineered communal crisis” intensified by unchecked illegal immigration.
Sorokhaibam Rabindra Singh, Advocate and Convenor of CFJM, warned that conceding to ethnic exclusivity would erode secularism, equality, and national unity.
The memorandum called on the President to safeguard constitutional integrity by rejecting the demand for separate administration on ethnic lines, setting up a National Commission of Inquiry into alleged demographic manipulation, Enforcing strict citizenship verification in affected districts, Deporting undocumented immigrants, Conducting background checks in government recruitment and temporarily freezing reservation-based recruitment in districts showing abnormal demographic growth.
The CFJM leadership concluded by urging the Union Government to view the Manipur crisis not merely as a law-and-order issue but as an existential challenge to India’s sovereignty and constitutional order that requires urgent intervention.
