CHANDEL, Jan 8: The Chothe Lim Abom, Manipur (Chothe Tribe Union) expressed deep grief, serious concern and strong condemnation over the prolonged delay in completing the black‑topping of the Pallel–Chandel–Litan road (15 km). According to a statement issued by the union, the group, on behalf of thousands of severely affected residents, urged the authorities and the executing contractor to immediately resume and finish the work.
The project, executed by EE/PIU‑II, Chandel, RED/MSRRDA, Government of Manipur, is funded by the Ministry of Rural Development, Government of India under Package No. 2170, Phase‑XI (RT). It was awarded to special contractor Shri Mingthing Horam on 6 August 2019, with a stipulated completion date of 5 February 2021. More than four years after that deadline, the road remains unfinished, leaving loose stone chips and excessive dust that pose serious safety hazards to commuters, office‑goers, teachers, students, traders and the local population.
CLAM stressed that the unfinished surface has turned the lifeline road into a deadly trap and called the neglect a grave injustice. The union demanded immediate intervention, accountability and transparency from the government and the executing agency, and urged the contractor to deploy adequate manpower and machinery without further delay. It also advised timber traders and other business operators to avoid using the road between 11 p.m. and 2 a.m. until it is made safe.
According to the statement, failure to act promptly will compel CLAM to pursue all necessary legal and democratic avenues to secure the project’s completion for the benefit of the general public.
