Civil Society Group Calls for SC-Monitored SIT Probe into Manipur Violence

New Delhi, August 21: A civil society organisation, Independent People’s Tribunal on the Ongoing Ethnic Conflict in Manipur, has recommended the formation of a Supreme Court-monitored Special Investigating Team (SIT) to probe all cases related to the ongoing ethnic violence in the state, including the role of security forces.

Headed by former Supreme Court judge Kurian Joseph, the tribunal stressed that “hate propaganda and inflammatory speeches” that incited the violence must be prosecuted. It also called for accountability of authorities who failed to exercise their powers to prevent escalation.

The recommendations were made after jurors and experts visited conflict-hit districts such as Bishnupur, Churachandpur, Imphal East, Imphal West, Kakching, Kangpokpi, and Senapati, besides holding sittings in Delhi. The team recorded testimonies from survivors, community representatives, relief organisations, and officials. Testimonies were also received virtually.

The tribunal urged the Supreme Court to appoint an SIT of senior independent officers from outside Manipur, with monthly progress reports submitted to the apex court. It said the SIT should probe both direct actions and omissions by the armed forces and security personnel, with departmental and criminal action against those found guilty.

Additionally, it recommended investigations into hate speeches delivered before and during the conflict, with arrests and prosecutions of perpetrators, including political leaders and state officials. Adequate protection for witnesses was also stressed.

The tribunal further suggested setting up a permanent bench of the Manipur High Court in the hill region to ensure greater access to justice for affected communities.
