IMPHAL, Dec 8: A delegation of the Coordinating Committee on Manipur Integrity (COCOMI), accompanied by members of the Committee of Internally Displaced Persons (IDPs), on Monday inspected the abandoned homes of displaced families at Leimaram Waroiching Leikai in Bishnupur district, raising serious concerns over their deteriorated condition.
Led by COCOMI convenor Khuraijam Athouba, the team found most structures severely damaged after being left unattended for more than two-and-a-half years. Tin roofs and walls had collapsed, while several houses had completely fallen apart.
Athouba said the government’s plan to offer a uniform compensation amount for all affected homes was unacceptable, noting that some required minor repairs while others needed full reconstruction. He stressed that “assistance cannot be generalised” and urged the Bishnupur District Resettlement and Rehabilitation Committee to conduct individual physical assessments of every damaged house.
COCOMI Publicity In-Charge L. Jayanta said several recommendations have already been submitted to the government, particularly for homes deemed unlivable.
The team also highlighted the need for a livelihood restoration plan, pointing out that many displaced families have lost their means of income due to prolonged displacement. Athouba urged officials to formulate a proper livelihood policy in consultation with IDPs and civil society groups.
Residents welcomed the visit, with an IDP woman, Lairen Tombi, expressing relief that authorities had finally witnessed their condition firsthand.
The inspection underscored the need for a nuanced resettlement approach, with COCOMI demanding a detailed, house-specific survey and comprehensive rehabilitation framework before families are asked to return.
