AIZAWL, Nov 10: The Election Commission of India (ECI) has issued a strong censure against Mizoram Chief Minister Lalduhoma for violating the Model Code of Conduct (MCC) during his election campaign. The Commission has also warned Zoram People’s Movement (ZPM) leaders and star campaigners to strictly adhere to election rules and refrain from making announcements that could influence voters.
According to the ECI’s report, during a visit to Reiek on October 20, 2025, Chief Minister Lalduhoma announced a new water supply project and other development initiatives, including a plan to draw water from the Tlawng River to supply 14 localities in Aizawl. The Commission concluded that these announcements constituted a breach of Part IV, Paragraph (vi) of the MCC, which prohibits the declaration of new schemes or projects once the code is in force.
The ECI noted that it had examined Lalduhoma’s explanation but found it unsatisfactory, ruling that his remarks undermined the neutrality and fairness expected during the election period.
Following the decision, the District Election Officer of Mamit has been instructed to formally notify the ZPM of the violation. The Commission also directed ZPM President Lalduhoma to ensure that all party campaigners exercise restraint and comply with the MCC in future engagements.
In a broader advisory, the Election Commission reminded all ministers and government officials to maintain political neutrality and safeguard the integrity of the electoral process. It also warned party campaigners against making promises or statements that could disrupt communal harmony or sway public opinion.
The censure follows a written complaint filed on October 24 by advocate Zothansangi Hmar, a member of the MNF Legal Board, alleging that Lalduhoma’s statements were in direct violation of the Model Code of Conduct.
