ECI Issues Show-Cause Notices to Two Manipur-Based Political Parties Over Delisting

Imphal, August 23: The Election Commission of India (ECI) has moved to delist two regional political outfits from Manipur — the People’s Resurgence and Justice Alliance (PRJA) and the Manipur National Democratic Front (MNDF) — for remaining inactive in the electoral arena for over six years.

According to the notice issued by Manipur’s Chief Electoral Officer (CEO), the parties’ failure to contest any parliamentary, assembly, or by-elections since 2019 as the reason behind the proposed delisting. Both PRJA and MNDF are registered under Section 29A of the Representation of the People Act, 1951.

The prolonged electoral inactivity indicates that the two organisations have effectively ceased to function as political parties.

“In view of this inactivity, it is self-evident that the parties have stopped functioning as political entities,” the CEO stated, adding that under the powers vested by Article 324 of the Constitution and Section 29A of the Representation of the People Act, the Commission is proposing to strike them off the list of registered political parties.

The ECI has, however, provided both parties an opportunity to explain their position. They have been directed to submit a written representation supported by affidavits and relevant documents by August 29, 2025.

A hearing on the matter is scheduled for September 1, 2025, at the CEO’s office in Imphal. Attendance of either the party president, general secretary, or party head is mandatory. The notice also warns that failure to respond by the deadline will be interpreted as the parties having no objection, and delisting will proceed without further correspondence.

Founded in 2016, PRJA drew national attention when activist Irom Sharmila contested the 2017 Manipur Assembly elections under its banner. However, both PRJA and MNDF have remained largely dormant in recent years.
