Imphal, August 19: The Kuki-Zo Council (KZC) on Tuesday submitted a comprehensive 16-point memorandum of grievances to the Governor of Manipur, Ajay Kumar Bhalla, during an official meeting held at the Deputy Commissioner’s office in Churachandpur.
The meeting, which commenced around 12:50 PM, saw KZC leaders highlighting pressing developmental and administrative concerns affecting Kuki-Zo inhabited areas across the state.
Among the key demands were urgent upgradation of electricity capacity in Kangpokpi and Churachandpur, repair and maintenance of deteriorating local roads, and preventive measures against frequent landslides along the Tipaimukh road. The council further stressed the need to develop road connectivity linking Churachandpur with Chandel and Kangpokpi, and called for the construction of a bridge over the Imphal River in Chandel district.
The KZC also raised administrative concerns, including the appointment of neutral officials in sensitive areas such as Chandel—specifically a Deputy Commissioner and an Advocate General in the Manipur High Court. They sought rectification of jurisdictional anomalies in the District Transport, Police, and Land Revenue offices, which they said created governance hurdles.
Educational and employment-related grievances were also part of the delegation’s submission, such as the demand for a Manipur Public Service Examination (MPSE) centre in Kuki-Zo areas, clearance of pending scholarships, and release of over 10 months’ salary arrears for staff at Moreh College and SEMCO College. The council also called for improvements in healthcare facilities at Moreh and addressed the issue of unreliable helicopter services in hill districts that hamper emergency connectivity.

Governor Bhalla assured the delegation that their concerns would be addressed with priority and expressed appreciation for the council’s constructive engagement. The KZC expressed gratitude to the governor and the Deputy Commissioner of Churachandpur for facilitating the meeting.
Later in the day, the KZC leadership also paid a courtesy call on the Director General of Assam Rifles (DGAR) at the 27 Sector Headquarters in Tuibuong, where discussions focused on security and stability in Kuki-Zo areas.
