Manipur Government Transfers 27 Senior Bureaucrats in Major Administrative Reshuffle

IMPHAL, July 5: The Manipur government has transferred and posted 27 senior bureaucrats across various departments, marking the fourth major reshuffle since the imposition of President’s Rule in February this year.

Approved by the Governor of Manipur, the fresh round of transfers affects officers from multiple cadres, including nine from the Indian Administrative Service (IAS), one from the Indian Revenue Service (IRS), 15 from the Manipur Civil Service (MCS), and two from the Manipur Finance Service (MFS). The changes come into effect immediately and will remain so until further orders, as per the notification issued by the Department of Personnel and Administrative Reforms (DPAR).

The reshuffle impacts several key portfolios. Notably, Rajkumar Dinesh Singh, IAS, has been assigned additional responsibilities and will now serve as Principal Secretary (AR/MAHUD, Higher and Technical Education, SCERT, and Adult Education) while continuing as Commissioner (DE). H Gyan Prakash, IAS, formerly in charge of those portfolios, has been posted as Commissioner-cum-Secretary (Arts and Culture).

Ningthoujam Geoffrey, IAS, previously handling multiple departments including Social Welfare, CADA, and Water Resources, will now focus solely on the Water Resources Department while continuing as CEO of MIDA. IRS officer N. Kheda Varta has been relieved from the Land Resources portfolio and will now serve exclusively as Secretary (CAF&PD).

Among the MCS officers, several mid-level bureaucrats have been reassigned to crucial field and administrative roles. Aribam Amarjit Sharma has been posted as ADC of Thoubal and Project Director of DRDA Thoubal, while Songeireng Khupboi Aimol has been moved to Joint Secretary (Finance and Planning). Yumnam Nelson has taken on additional responsibilities as Secretary of the State Election Commission.

The reshuffle is reportedly aimed at streamlining governance and improving service delivery during a politically sensitive period under central administration. The previous three rounds of transfers—two in February and one in May—focused on optimizing administrative and police operations amid ongoing unrest and governance challenges in the state.
