Manipur State Commission for Persons with Disabilities Directs Banks to Ensure Accessibility

Imphal, August 7: In a significant move to uphold the rights of persons with disabilities (PwDs), the Manipur State Commissioner for Persons with Disabilities, Waikhom Birahari, has initiated Suo Motu Case No. 7 of 2025 following multiple complaints regarding inaccessibility in banking services across the state.

Exercising powers under Section 82 of the Rights of Persons with Disabilities Act, 2016, the Commission has directed all banks operating in Manipur to urgently implement accessibility measures in compliance with guidelines from the Reserve Bank of India (RBI) and the Indian Banks’ Association (IBA). The directive mandates banks to ensure that both physical infrastructure and digital banking platforms are fully accessible to PwDs and senior citizens.

The Commissioner emphasized that branches with physical limitations—such as those located on upper floors or without ramps—must assign designated officials to assist PwDs and elderly customers. Banks are instructed to create accessible spaces and provide trained staff to offer assistance when needed.

The Commission’s directive also includes a public grievance mechanism. Persons with disabilities and senior citizens facing access-related issues are encouraged to file complaints with the Commissioner’s office at the Directorate Complex, Social Welfare, 2MR Gate, North AOC, Imphal.
