AIZAWL, Dec 6: The Mizoram government is preparing to sign a peace agreement with a faction of the Hmar People’s Convention (Democratic) as part of its efforts to ensure long-term stability in Hmar-dominated regions of the state, Chief Minister Lalduhoma announced on Friday. Speaking at the Hmar Students’ Association (HSA) general assembly during the Sikpui Ruoi festival in Saipum, Kolasib district, he said talks with the Lalhmingthanga Sanate-led HPC-D faction are progressing positively, with both sides working toward a final settlement.
Lalduhoma expressed optimism that the agreement would pave the way for lasting peace, enabling the reintegration of militants into mainstream society. The Sanate-led faction has historically sought an autonomous district council under the Sixth Schedule for Hmar-majority villages in northeastern Mizoram near the Manipur border.
While the rival H Zosangabera-led HPC-D faction signed a peace accord in 2018, resulting in the creation of the Sinlung Hills Council (SHC), the Sanate faction remains active largely in nearby Cachar district of Assam. The proposed agreement is expected to address long-standing administrative and autonomy concerns and bring greater stability to the region.
