Peace in Manipur Depends on Reconciliation and Social Cohesion: Governor Ajay Kumar Bhalla

IMPHAL, Jan 13: Governor of Manipur Ajay Kumar Bhalla on Tuesday said that sustained peace and long-term growth in the State would depend on reconciliation, social cohesion and coordinated efforts among the government, security forces, civil society and community stakeholders.

Addressing the 2026 North-East Seminar on the theme “Resurgent Manipur: Framework for Stability & Sustained Growth” at the City Convention Centre here, the Governor highlighted Manipur’s resilience, rich cultural heritage and strategic geographical importance. He emphasised that strong governance, strengthened border management and firm action against organised crime were essential to restoring stability.

Bhalla also underlined Manipur’s economic potential in sectors such as agriculture, horticulture, handloom, handicrafts, eco-tourism and sports. He noted that the entrepreneurial spirit of the people and the international achievements of Manipuri athletes provide a strong foundation for future growth. Stressing the role of youth, the Governor called for enhanced investment in education, skill development and improved connectivity.

The seminar featured three plenary sessions, beginning with “Manipur at Crossroads,” chaired by retired Lieutenant General C A Krishnan. In his address, Lt Gen Krishnan outlined the complex security and governance challenges facing the State, pointing to evolving conflict dynamics, administrative constraints and the impact of regional geopolitical developments on internal stability.

Anthropologist and Senior Fellow at the India Foundation, Rami N. Desai, delivered a presentation titled “External Dynamics as a Catalyst for Internal Turmoil in Manipur.” She examined the influence of cross-border developments, demographic pressures, illegal immigration and narcotics networks on Manipur’s security environment. Desai noted that instability in neighbouring regions, particularly along international borders, has compounded internal challenges and called for a comprehensive approach integrating security measures, border regulation and socio-economic interventions.

Security Advisor to the Government of Manipur, Kuldiep Singh, spoke on the need for coordinated security planning and intelligence-driven operations to restore public confidence. Director General of Assam Rifles Vikas Lakhera highlighted the force’s role in maintaining border security and supporting civil authorities, while Inspector General Assam Rifles (South) Major General Ravroop Singh spoke on operational preparedness and community engagement initiatives.

Vice-Chancellor of Manipur University, Professor N. Lokendra Singh, emphasised the role of academic institutions in promoting dialogue, research and capacity building to support peace and development. Senior officers of the Assam Rifles, scholars and students also participated in the seminar, engaging in discussions on pathways to lasting stability and sustained growth in Manipur.
