IMPHAL, July 30: In light of the prolonged ethnic unrest in Manipur, the Rajya Sabha has allocated two hours to debate the resolution for extending President’s Rule in the state by another six months, beginning August 13. The announcement was made by Deputy Chairman Harivansh following a meeting of the Business Advisory Committee.
The resolution, which could be taken up for discussion later this week, pertains to the extension of the presidential proclamation issued on February 13, 2025, under Article 356 of the Constitution. The Union Home Minister Amit Shah and the Minister of Cooperation had earlier notified the Rajya Sabha Secretariat of the government’s intent to seek Parliament’s approval for the continuation of central rule.
President’s Rule was first imposed after the resignation of Chief Minister N. Biren Singh amid spiraling ethnic violence between the Meitei and Kuki-Zo communities. Since May 2023, the conflict has claimed at least 260 lives and displaced thousands, leading to a breakdown in law and order and repeated failures to restore peace.
Despite ongoing political negotiations involving Meitei and Naga MLAs, efforts by the BJP to form a new government have not yet materialised. The extension of central rule is viewed by the Centre as essential to stabilising the situation and paving the way for the eventual return of democratic governance.
