SENAPATI, May 12: The Senapati-Phaibung Road Development Committee has submitted a formal complaint to the Deputy Commissioner of Senapati, Mamoni Doley, IAS, expressing serious concern over the damage caused to the existing Senapati-Phaibung Road, known as the DoNER’s Road—by a new road construction project.
According to the letter signed by Mr. Benjamin Tao and Mr. Wilson Pao Th, the newly constructed road begins from Mt. Everest Junction and extends to Leison Bridge via Ngatan and Khamsom villages. This construction is being carried out under the Government of Manipur order No. AAEXRF-103/42024-WD-WD, dated August 14, 2024, and the name 0f the work includes:
1. Improvement of the road from Ngatan to Upper Khamsom
2. Improvement of the road from Upper Khamsom to Leison, including a bridge
The Committee pointed out that there is no any connection between the DoNER’s Road (Senapati-Phaibung Road) and the newly constructed road, both in terms of project designation and budgetary allocation. Despite this, the construction agency or contractor undertaking the new project has allegedly overlapped and severely damaged a significant stretch of the DoNER-funded Senapati-Phaibung Road, particularly from Ngatan to Khamsom villages.
This existing road remains under the supervision of the 25 BRTF and the Senapati-Phaibung Road Development Committee. The Committee stated that such an act of overlap and damage is unjustified and unacceptable.
In response to the situation, an emergency meeting was convened on March 3, 2025, at the TNK, Senapati Village Authority Hall. The meeting, attended by members of the Senapati-Phaibung Road Development Committee along with all Village Chairmen and Secretaries, unanimously resolved to take up necessary democratic protests and resist the construction activities until a mutually acceptable solution is achieved.
The Committee has urged the Deputy Commissioner’s office to intervene immediately by instructing the concerned department or agency to strictly adhere to the original government order and refrain from exploiting or damaging the existing infrastructure.
