SHARE Proposes Policy Reforms to Address Manipur’s Ethnic Violence

GUWAHATI, Nov 29: Manipur state has been plagued by ethnic violence since May 3, 2023, and the situation remains tense. In response, the Society to Harmonise Aspirations for Responsible Engagement (SHARE) has put forward a set of policy recommendations aimed at addressing the ongoing conflict. SHARE, an organization with decades of experience in internal security and conflict resolution, has drawn upon primary sources from both the warring communities to offer these reforms.

SHARE’s proposed short-term policies include zero tolerance for civilian possession of weapons, a comprehensive audit and accountability process for the weaponry of insurgent groups from both communities, and ensuring impartial governance. These steps, the organization argues, are essential for restoring peace and stability in the region.

One of the key long-term reforms suggested by SHARE is the creation of a unified Northeast India cadre for both the Indian Administrative Service (IAS) and Indian Police Service (IPS). SHARE also advocates for administrative structures that would align the state Public Service Commissions (PSCs) with these reforms. According to the organization, this step is overdue and would help streamline governance in the region.

Additionally, SHARE highlights the need for a Public-Private Partnership model, similar to the one used in India’s Red Corridor, to generate employment opportunities for the local youth. This, they say, would serve as a crucial measure to steer young people away from violence and the narcotic trade, such as the cultivation of poppy.

The ongoing cycles of violence in Manipur are a matter of grave concern, and SHARE insists that resolving the conflict is crucial. While the Union Government and security forces have made efforts to address the violence through negotiations, sporadic incidents continue to reignite tensions. One of the key demands from one of the communities involved is the change of leadership in the state, a plea that remains persistent.

Despite the challenges, SHARE stresses that violence has no place in a civilized society and calls for all grievances, whether real or perceived, to be addressed through dialogue and democratic negotiations. Only through this approach, SHARE asserts, can lasting peace and stability be achieved in the state.
