Sitharaman Presents Rs. 35,104 Crore Manipur Budget with 19% Boost in Capital Outlay

NEW DELHI, March 11: Finance Minister Nirmala Sitharaman presented the Manipur budget for the fiscal year 2025-26 in the Lok Sabha on Monday, outlining an expenditure of Rs. 35,103.90 crore. This marks a notable increase from the Rs. 32,656.81 crore allocated in the current fiscal year.

Manipur, which is currently under President’s Rule, is expected to see total receipts of Rs. 35,368.19 crore in 2025-26, compared to Rs. 32,471.90 crore in 2024-25.

One of the key highlights of the budget is a significant 19% increase in the capital outlay, which now stands at Rs. 7,773 crore. This substantial rise is aimed at boosting infrastructure development and fostering economic growth in the state.

To further support Manipur’s economic recovery, over Rs. 2,000 crore has been allocated under the Special Assistance to States for Capital Investment (SASCI) scheme. The social sector also receives a considerable boost, with Rs. 9,520 crore earmarked for various initiatives.

The budget addresses ongoing humanitarian concerns, allocating Rs. 15 crore for temporary shelters for internally displaced persons, Rs. 35 crore for housing for displaced families, Rs. 100 crore for relief operations, and Rs. 7 crore for compensation to those affected.

Recognizing the need for enhanced security, Rs. 2,866 crore has been allocated for police incentives in sensitive areas, which aims to improve law and order in the state.

Sitharaman also tabled the supplementary demands for grants for Manipur for the fiscal year 2024-25, ensuring continued financial and administrative support as the state faces ongoing challenges.

The fiscal deficit for the 2025-26 budget is projected at 3.42% of the Gross State Domestic Product (GSDP), while the total outstanding debt as a percentage of GSDP is estimated at 37%.

The revised budget for the current fiscal year (2024-25) saw a slight reduction, with the total expenditure revised to Rs. 32,657 crore, down from an initial estimate of Rs. 34,899 crore. Similarly, revenue and capital receipts have been adjusted to Rs. 24,374 crore and Rs. 8,098 crore, respectively.
