Several areas have been designated as Level 4: Do Not Travel, including Jammu and Kashmir (excluding eastern Ladakh and Leh), the India-Pakistan border within 10 km, Manipur, and parts of Central and East India (Chhattisgarh, Jharkhand, and Odisha). These regions are highlighted for ongoing security challenges such as terrorism, violence, and ethnic conflict.
Additionally, the advisory recommends Level 3: Reconsider Travel for the northeastern states of India, citing sporadic violence and bombings by ethnic insurgent groups in certain areas.
The State Department highlights concerns about violent crime in India, noting that incidents such as sexual assault have occurred at tourist sites and other locations. It also warns of the potential for terrorist attacks targeting tourist locations and transportation hubs across India.
For US government employees, travel to many rural areas in India requires prior approval due to limited emergency services and ongoing security risks. Specific regions requiring special authorization include parts of Maharashtra, Telangana, West Bengal, Bihar, Chhattisgarh, and others.
The advisory emphasizes the fluid and unpredictable nature of security threats in India, particularly in areas affected by Naxalite activity and along the India-Pakistan border. It advises travelers to stay informed of local developments and adhere to guidance from local authorities.
